The Wilder School of Government and Public Affairs, one of the largest schools of its kind in the Southeast, provides students with the knowledge, skills and experience necessary for success, whether in public service careers or in advanced study. Are the election results from Virginia's November 2009 election a referendum on President Obama and his Administration's policies?

Yes. The GOP's electoral success is strongly tied to voters' dissatisfaction with the President and his agenda.
No. The outcome of the election had everything to do with the candidates themselves, their campaign strategies, and state and local issues.
Maybe. While the candidates and their policies were mainly what drove Virginia voters, the voters attitudes towards the President and his priorities might have been a factor in this election.
