Dr. Dale Jones is Associate Professor of Public Administration and Director of the National Homeland Security Project with the L. Douglas Wilder School of Government and Public Affairs at Virginia Commonwealth University. He teaches courses in principles of public administration, organizational behavior, and executive leadership in the Master of Public Administration (M.P.A.) program and courses in homeland security and emergency management in the Bachelor of Arts (B.A.) and Master of Arts (M.A.) in Homeland Security and Emergency Preparedness programs. Dr. Jones’ research interests focus on leadership and management for homeland security, assessment of state government homeland security programs, and interagency collaboration.
Prior to his current position, he served as Director of Research for the Center for Homeland Security at the University of Colorado at Colorado Springs. Previously, he served on the faculty at the Maxwell School of Citizenship and Public Affairs at Syracuse University where he was Director of the Government Performance Project, a national-level multiyear effort to assess the management capacity of all 50 states, the 35 largest cities, and 40 of the largest counties, with funding of $4.3 million in grants from The Pew Charitable Trusts. Additionally, he was Director of the New Jersey Initiative (NJI), which assessed the management capacity of New Jersey municipalities, funded by nearly $400,000 by Pew and the State of New Jersey. Additionally, earlier in his academic career, he was Deputy Department Head of the Department of Political Science at the U.S. Air Force Academy. At the Academy, he led a 30-person faculty team as the Director of the Harry S. Truman Foundation ScholarshipProgram and achieved 7 Finalists and 3 Scholars (each with a $30,000 scholarship) in a two-year period. The result elevated the Academy to a national top six ranking among Brown, Duke, Harvard, and Yale Universities and the U.S. Military Academy at West Point in this prestigious scholarship competition for students focused on careers in public service. It resulted in the Academy being recognized as 1 of only 4 universities nationwide to receive the Year 2001 Truman Foundation Honor Institution Award for its sustained excellent accomplishments.
His book, Downsizing the Federal Government: The Management of Public Sector Workforce Reductions, examines organizational, managerial, and human resource dimensions of downsizing in the Bureau of Reclamation, Defense Logistics Agency, and Food and Drug Administration. His publications include articles in Public Administration Review, The American Review of Public Administration,Public Integrity Annual, Journal of Forecasting, and other journals. He has lectured at the Center for Creative Leadership in Greensboro, North Carolina, and the Federal Executive Institute in Charlottesville, Virginia.
He completed a Ph.D. in public administration from Syracuse University’s Maxwell School, an M.A. in public policy from George Washington University, an M.B.A. with a concentration in management from Wright State University, and a B.S. in aeronautical engineering from the Air Force Academy. He is a graduate of the Defense Systems Management College. Dr. Jones received the 2004 Wright State University Distinguished Alumni Achievement Award for a lifetime of public service.
He currently serves as one of two Virginia Commonwealth University representatives to the Virginia Higher Education Preparedness Consortium, is a member of the national Board of Directors for the Homeland Security and Defense Education Consortium Association, is a Principal with The Council for Excellence in Government, and is a member of the American Society for Public Administration (ASPA), the Public Management Research Association (PMRA), and The Society of White House Military Aides.
